Ka pasur ankesa. Ka marre përgjigje ne datë 09.07.2019. Janë s’kualifikuar ofertuesit e mëposhtëm: 1. “ARCHNET 360” sh.p.k.: • Nuk ka paraqitur asnjë dokument të vlefshëm përfshirë ketu dhe ofertën ekonomike. 2. “6D – PLAN” sh.p.k. & “INFRA – PLAN” sh.p.k.: • Kontrata per bashkimin e perkohshem te Operatorve ekonomik, nenshkruar me date 30.05.2019 midis operatoreve ekonomike “INFRA – PLAN” sh.p.k dhe “6D – PLAN” sh.p.k eshte ne kundershtim me piken 2 te nenit 74 “Bashkimi i operatorëve ekonomikë” te VKM-se Nr. 914, datë 29.12.2014 “Për miratimin e rregullave të Prokurimit Publik, e ndryshuar”, ku citojme: “Para dorëzimit të ofertës, bashkimi duhet të krijohet zyrtarisht, me një marrëveshje të noterizuar, ku të përcaktohen përfaqësuesi i grupit, përqindja e pjesëmarrjes së punës/shërbimit/furnizimit dhe elementet konkrete, që do të kryejë secili nga anëtarët e këtij bashkimi,…”, sepse ne nenin 4 te kesaj kontrate bashkepunimi eshte percaktuar vetem perqindja e pjesmarrjes pa percaktuar sherbimin qe do te kryeje konkretisht secili OE ne kete bashkim. • Nuk ka permbushur piken 3.2.1, “Kapaciteti ekonomik dhe financiar” te kritereve te vecanta te kualifikimit, citojme: “Ne permbushje te kapacitetit ekonomik dhe financiar operatori ekonomik ofertues duhet te kete realizuar xhiroja mesatare vjetore, gjatë tre viteve të fundit, nga data e hapjes se tenderit,…” sepse te dy operatoret ekonomik pjese e ketij bashkimi nuk kane paraqitur vertetim per xhiron e vitit 2019. • Nuk ka permbushur piken 1/b, te kritereve te vecanta te kualifikimit, ne lidhje me Deklaratën për paraqitje oferte të pavarur, sipas Shtojcës 1/1 sepse nuk eshte plotesuar nga secili operator ekonomik veç e veç. |
