A dhe T Sha, Operatori ekonomik A dhe T eshte paraqitur si bashkim Operatoresh me Shoqerine “Sun Petroleum Albania” shpk duke paraqitur nje kontrate bashkepunimi. Te dy Operatoret nuk kane paraqitur nje mareveshje te noterizuar dhe prokure sic percaktohet ne piken 2 te nenit 74 te VKM 914 date 29.12.2014 “per miratimin e rregullave te prokurimit publik”, nuk eshte percaktuar perfaqesuesi dhe prerqindja e pjesemarjes se furnizimit dhe elementet konkrete.
2. “EROIL” sha i cili eshte paraqitur si nje bashkim operatoresh me shoqerine Das OIL me marzh fitimi 8.8 % Komisioni I Vleresimit te ofertave mori ne shqyrtim nje per nje dokumentacionin e paraqitur nga Operatori Ekonomik . dhe vleresoi se ky Operator nuk permbush kriteret ligjore te percaktuara ne nenin 74 te VKM 914 date 29.12.2014 “per miratimin e rregullave te prokurimit publik”, ku theksohet ne piken 3 se secili prej antareve te ketij bashkimi duhet te permbushe kerkesat ligjore, te parashikuara ne nenin 45 te LPP. Ne keto kushte rezulton se Operatori Ekonomik DAS OIL , Nuk ka plotesuar kerkesat e percaktuara ne DST. |
