Procurement takes place with one single competitor. The Albanian law does allow for such procedures, but what such procedures often demonstrate, more than just lack of competition, is criteria and application deadlines that are obviously in favor of a certain company (clientelism). Social Project: Summer Schools 2016. Actually, there are 64 public 9-year schools in Tirana City where 48408 students are studying. Tirana Municipality has as one of its key priorities improvement and utilization of schools and their sportive playgrounds from pupils and the community through providing organization of “Sumer schools”. The selection of schools (9 schools) is made on the basis of areas of Tirana where socio-economic problems are sharper such as: Lapraka, Selita, Kombinat, Allias etc., areas in which the highest number of school dropouts and families with social-economic problems are recorded. In all these areas the children's families have come mainly from the districts, especially from poor and remote areas of the country, and there live Roma and Egyptians families and only a minority of them are indigenous. - Funded from Tirana Municipality income. |
