Për arsye se Formulari I ofertes nuk eshte paraqitur sipas kerkesave ne DST, me zerat perkates dhe sipas udhezimeve te Marreveshjes Kuader. Ka mungese dokumentacioni ligjor/profesional pasi nuk jane paraqitur Certifikatat ISO te kerkuara ne DST , si dhe Kontrate e ngjashme. Nuk ka paraqitur dokumentacion sipas pikes 2.2.
