- Lack of competition
Procurement takes place with one single competitor. The Albanian law does allow for such procedures, but what such procedures often demonstrate, more than just lack of competition, is criteria and application deadlines that are obviously in favor of a certain company (clientelism). Objekti i ankeses se operatoreve ekonomike eshte mbi modifikimin e dokumentave te tenderit.Konkretisht: -Paqartesi dhe mungese dokumentacioni ne DST e publikuara, per ndertimin e mostrave /kampioneve - Pamjaftueshmeri kohore per pergatitjen e mostrave. Me ane te vendimit Nr.1183 /2022, date 01.12.2022, KPP ka vendosur: 1.Te mos pranoje ankesen e paraqitur nga operatori ekonomik “Marsi & AL” SHPK, per kete procedure prokurimi. 2. Autoriteti kontraktor lejohet te vijoje me hapat e metejshem te procedures se prokurimit te sipercituar. Nuk ka operatore ekonomike te sualifikuar. |
