Description of the Project |
Budget: 36.7 million Euros Financed by: Council of Europe Development Bank (CEB), the Albanian Government and beneficiary LGUs, and the Western Balkan Investment Framework (WBIF). The sources of financing include 28.7 million Euros from CEB, a 1 million Euros grant from CEB Social Dividend Account (SDA), a contribution of 6 million Euros from the Government of Albania and the beneficiary LGUs, as well as a 1 million Euro grant from the WBIF for Alps Masterplan. It is foreseen that two thirds of the Program cost shall be invested in the South Coastline Area, and one third in the Albanian Alps. Timeline: Starts in 2015 and ends in 2019, a timeline of 5 years. The objective of the Community Works IV Project - "Development of the Albanian Alps and Seaside Area" is to promote a sustainable social and economic development in communities of significant tourist potential. This is to be achieved through an improved integrated public infrastructure, respecting the environment and preserving the cultural and historical heritage. The project components include:

The unsuccessful bidders and the reasons the bids were unsuccessful: 1) Nika shpk & NNP Standard ltd The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows: ITB 32.2. The JV member NNP Standard ltd is registered in Kosovo. According to the ITB 32.2, in this case, the documents submitted should be legalized (in respective institution in Kosovo). The bidder has not submitted the documents in appropriate form but as notarized copy of them in Albania. 4.2. a) Specific Construction Experience. The criterion is not fulfilled. The JV member Nika shpk submitted the following contracts: 1. Residential Building and commercial space 8fl , started in 10/2010 and completed on 10/04/2013. The value of the works is 273,257,460 ALL. This contract is not executed within the requested period. 4.2. b) Specific Construction Experience. The criterion is not fulfilled. 2) Sterkaj shpk The bid is not substantially responsive as follows: ITB 19.1. and 19.3. The Bid Security is required as an unconditional guarantee issued by a bank. No other type of securities is acceptable. The Bid Security submitted by the Bidder it is not issued by a bank; it is a Bid Bond issued by the Surety Albsig . Bid Evaluation Committee didn’t continue with further verifications. |

The works consist in requalification of Vermosh Center. River protection, decorative stone plates covering, urban elements and landscaping; replacing the roof improving technology: ventilated roof system with waterproof membranes, insulation, finished with wooden pine plates fixed with metal profile, cleaning the finishes, removing mortar, refill with new injection to protect and reinforce the stone; consolidating the structure from inside: wall, floor, roof and staircase etc. The Site is located at Malesia e Madhe municipality. |
