Nuk ka pasur ankesa. Jane skualifikuar operatoret ekonomike te meposhtem: 1.BOE:"GB Civil Engineering"sh.p.k &”ASH Engineering”sh.p.k& “Invictus” sh.p.k, per arsye: - OE “GB Civil Engineering” pjese e bashkimit nuk ploteson kriterin e xhiros minimale te kerkuar ne dst. Bazuar ne VKM 285 neni 88 thuhet qe : kerkesat per kualifikim: ekonomke,financiare,profesionale dhe teknike duhet te permbushen nga i gjithe bashkimi ne perputhje me perqindjen e percaktuar ne aktmarreveshje. OE “GB Civil Engineering” ne aktmarrveshje ka marre persiper 70% te sherbimit, rrjedhimisht sipas kerkesave te AK duhet te kapte per te pakten nje vit shumen e xhiros 97,065,799.6 .Vertetimi i xhiros qe ka paraqitur ky OE ne vitin me te mire kap vleren 27,301,001, rrjedhimisht ky kriter nuk plotesohet. Si perfundim KVO vendosi ta skualifikoje kete bashkim operatoresh. 2.BOE "Instituti i Konsulences ne Ndertim IKN"sh.p.k &”Imes-D”sh.p.k, per arsye: - BOE "Instituti i Konsulences ne Ndertim IKN"sh.p.k &”Imes-D”sh.p.k nuk ploteson kushtin e kerkuar ne dst per 3 inxhiniere elektrike drejtues teknik ne licence. Ky BOE ka paraqitur vetem dy inxhniere elktrike drejtues teknike ne licence. Inxhinieri i trete elektrik i paraqitur nuk eshte drejtues teknik. -OE IMES-D pjese e bashkimit nuk ploteson kushtin e sherbimeve te ngjashme pasi sherbimi i vetem i ngjashem i paraqitur nga ky operator nuk esht i vlefshem apsi i ka skaduar afati tre vjecar i vlefshmerise.Gjithashtu ky sherbim i ngjashem nuk ploteson vleren e nevojshme per 8% te sherbimit qe ka marre persiper ky operator ne marreveshjen e bashkepunimit. 3.BOE:"HTS Company"sh.p.k &”HE&SK”sh.p.k& “Arena MK” sh.p.k& ”Magna Charta”sh.p.k &”G&L Construction” sh.p.k, per arsye: - OE “HTS” dhe “Magna Charta” pjese e bashkimit nuk plotesojne kushtin e sherbimeve te ngjashme per 5% dhe 6% te sherbimit qe kane marre persiper ne marreveshjen e bashkepunimit,pasi te dy keta operatore kane paraqitur ne sistem vetem nga nje sherbim te ngjashem per secilin. Te dy keto sherbime te ngjashme jane te pavlefshme.Rrjedhimisht KVO-ja vendosi ta skualifikoje kete bashkim operatoresh. 4.BOE:"Zenit&CO"sh.p.k &”Derbi-E”sh.p.k& “Tower” sh.p.k&”FTA Studio” sh.p.k, per arsye: OE “Zenit & Co” dhe “Derbi-E pjese e bashkimit nuk plotesojne kriterin e xhiros minimale te kerkuar ne dst. Bazuar ne VKM 285 neni 88 thuhet qe : kerkesat per kualifikim: ekonomke,financiare,profesionale dhe teknike duhet te permbushen nga i gjithe bashkimi ne perputhje me perqindjen e percaktuar ne aktmarreveshje. OE “Zenit & Co” dhe “Derbi-E ne aktmarrveshje ka marre persiper perkatesisht 50% dhe 35% te sherbimit, rrjedhimisht sipas kerkesave te AK duhet te kapnin per te pakten nje vit shumen e xhiros 69,332,714 dhe 48,532,899.8 .Vertetimi i xhiros qe ka paraqitur keta OE ne vitin me te mire kapin vleren 62,173,925 (Zenit&Co) dhe 45,119,105 (Derbi-E) rrjedhimisht ky kriter nuk plotesohet nga keta dy OE pjese e bashkimit. Si perfundim KVO vendosi ta skualifikoje kete bashkim operatoresh. |
