    a-Nuk plotesoni plotesoni piken 2.3.8 “Kapaciteti teknik pasi deshmite e kualifikimi të sigurimit teknik per Muratorë, Elektriçist, Hidraulik jane te plota pasi i mungon pjesa ku pasqyrohet afati i vlefshmerise.
    2-U skualifikuan operatori ekonomik “Nika” sh.p.k. per keto arsye:
    a-Nuk plotesoni piken 2.3.6 “Kapaciteti teknik” pasi ju nuk keni paraqitur një deklaratë nga Administratori i Shoqerise Ofertuese se inxhinieri i ndertimit/inxhinier hidroteknik dhe inxhinieri topograf janë të disponueshëm për realizimin e kësaj kontrate.
    3-U skualifikuan bashkimi i operatoreve ekonomik “S.M.O. Vataksi” sh.p.k.& “S.M.O. Union” sh.p.k per keto arsye:
    a-Ne kontraten e bashkepunimit si bashkim operatoresh nr.6516 rep date 19.10.2017 mungon firma dhe vula e noteres qe ka hartuar kete kontrate ne kundershtim me ligjin per noterine.
    b- Ne prokuren e posacme date 19.10.2017 mungon vula e noteres qe ka hartuar kete kontrate ne kundershtim me ligjin per noterine.
    4-U skualifikuan operatori ekonomik “Sark” sh.p.k. per keto arsye:
    a- Per mjetin autobot uji mungon I gjithe dokumentacioni leje qarkullimi,police,aktkolaudim , foto etj.
    b- Mungon i gjithe dokumentacioni shoqerues per fadromen.
    5-U skualifikuan operatori ekonomik “Alb-Tiefbau” sh.p.k. per keto arsye:
    a -Ne vertetimin nr.1994 prot date 14.09.2017 leshuar nga OSHEE nuk ka te perfshire muajin gusht 2017 qe eshte muaji I fundit I maturuar qe ka si afat pagese daten 30.19.2017.
    b -Nuk ka paraqitur vertetim leshuar nga Drejtoria e Tatim Taksave per numrin mesatar te punonjesve per muajin gusht 2017.
    6-U skualifikuan operatori ekonomik “Shamo-Konstruksion”sh.p.k. per keto arsye:
    a-Te gjitha shtojcat e specifikimeve teknike,e konfliktit te interest jane paraqitur per nje objekt tjeter prokurimi
    7-U skualifikuan operatori ekonomik “Cara” sh.p.k. per keto arsye:
    a- Per mjetin autobot uji mungon i gjithe dokumentacioni leje qarkullimi, police, aktkolaudim ,foto etj.
    b- Kontrata e qerase per kamionin me targe TR0245 T ka mbaruar me date 25.09.2017.Ne lejen e qarkullimit bashkangjitur kontrates figuron targa AA 633 PK.
    -U skualifikuan operatori ekonomik “PE-VLA-KU” sh.p.k. per keto arsye:
    a-Ne vertetimin nr.7214 prot date 15.08.2017 leshuar nga OSHEE nuk ka te perfshire muajin gusht 2017 qe eshte muaji i fundit I maturuar qe ka si afat pagese daten 30.19.2017.
    9-U skualifikuan operatori ekonomik “Alb-Konstruksion” sh.p.k. per keto arsye:
    a-Per objektin e paraqitur si pune e ngjashme:”Ndertim ure ne fshatin Hysaj, Njesia Administrative Gruemire”, ne formularin e vleresimit nuk eshte percaktuar perqindja e angazhimit te dy shoqerive pjesemarrese si bashkim operatoresh ne menyre qe te percaktohet vlera e punimeve per secilen shoqeri.
    10- U skualifikuan operatori ekonomik “Kadia” sh.p.k.
    a - Nuk ka sjelle analizat e cmimeve sipas kerkeses se bere me date 27.10.2017.
