Po ka patur ankesa.
Me shkresën nr.18413 prot datë 05.11.2018 protokolluar pranë Autoritetit Kontraktor Bashkia Shkodër ka paraqitur formularin e ankesës për prokurimin në lidhje me vendimin e KVO operatori ekonomik “ Nika“ SHPK.
Me shkresen nr. 118413/1 prot datë 12.11.2018 iu kthye pergjigje operatorit ekonomik “Nika“ SHPK duke mos marre ne konsiderate pretendimet e tij dhe duke e refuzuar ate.
Jane respektuar afati e ankimimit prane KPP.
Ka ofertues te skualifikuar.
1-U skualifikua operatori ekonomik “Nika” sh.p.k. per keto arsye:
-Bazuar ne lejen e qarkullimit dhe certifikaten e transportit autoboti i ujit SH 4498 E eshte per perdorim vetjak dhe si i tille nuk mund te perdoret nga te trete.
-Deshmite e kualifikimit teknik per muratoret nuk jane te vulosura nga trupi certifikues
-Per mjetin autobitumatrice me targa KO3347 B nuk ka paraqitur certificate transporti
- Nuk ka paraqitur dokumentacion se dispononi mjet transporti vetshkarkues 3.5-5 ton (ngarkesa).
-Ka paraqitur te njejtin staf dhe makineri ne dy procedura qe jane zhvilluar ne te njejten dite tek Autoriteti Kontraktor ne kundershtim me percaktimet ne dst ku thuhet.”Ofertuesit te cilet ofertojne ne me shume se nje procedure prokurimi pune publike qe Autoriteti Kontraktor Bashkia Shkoder zhvillon ne te njejten dite per te marre pjese duhet te plotesojne kapacitetet teknike te gjitha procedurave se bashku ku ofertojne.Mosplotesimi i kesaj pike eshte kusht skualifikimi nder te gjitha procedurat ku ofertuesi merr pjese”.
2-U skualifikua operatori ekonomik“ Sark” SHPK per keto arsye:
-Nuk ka paraqitur dokumentacion shoqerues per fadrome me goma si leje qarkullimi,aktkolaudim ,police etj.
-Ka paraqitur bot uji dhe bot bitumi dhe nuk ka paraqitur dokumentacion se dispononi autobitumatrice dhe autobot uji.
- Nuk ka paraqitur dokumentacion se dispononi mjet transporti vetshkarkues 3.5-5 ton (ngarkesa)
