Ka pasur ankesa. Me date 23.06.2020 ka paraqitur ankese OE “ISLAMAJ” shpk, lidhur me s.kualifikimin e tij. Komisioni i shqyrtimit te ankeses, pasi shqyrtoi ankesen e paraqitur nga OE “ISLAMAJ” shpk, me date 29.06.2020 vendosi te leje ne fuqi vendimin e KVO per s.kualifikimin e tij, vendim i cili iu komunikua ketij OE me email ne adresen e deklaruar tek formulari i ankeses.
OE “ISLAMAJ” sh.p.k ka paraqitur ankese ne Komisionin e Prokurimit Publik, procedura eshte pezulluar nga KPP me Vendim Nr. 704/1, date 3/7/2020. Me vendimin nr. 306/2020, Komisioni i Prokurimit Publik ka vendosur : 1. Të mos pranojë ankesën e paraqitur nga operatori ekonomik “Islamaj” shpk për procedurën e prokurimit “Kërkesë për Propozime”, me nr.REF-58906-05-26-2020, me objekt “Blerje karburanti per nevoja te Shoqerise”, me fond limit 6,000,000 lekë pa tvsh, zhvilluar në datën 15.06.2020 nga autoriteti kontraktor, Ujësjellës Kanalizime sha Sarand.
Janë Skualifikuar operatorët ekonomik:
1. “ISLAMAJ” shpk, për këto arsye:
- OE ka dorezuar “Licencen” e leshuar nga institucioni i QKL-se, por kjo licence nuk verteton se OE ka emertim te veprimtarise se tij tregetimin e karburanteve. Ne “LICENCEN” e parqitur nga OE, si emertim i veprimtarise se shoqerise eshte “Transport rrugor nderkombetar mallrash per te trete me qera”, ne kundershtim me kerkesat e pikes 2.3.1 a).
- Nuk e permbushe Piken 2.3.4 sipas kerkesave dhe kushteve te kesaj pike. Rezulton se “Raporti i analizes te cilesise se karburantit” dorezuar nga OE si pjese e Akt-marveshjes me shoqerine furnizuese “Resuli ER sh.a”, eshte leshuar nga instucioni “ISHTI” ne daten 06.05.2020, ne kundershtim me kerkesen se raporti duhet te ishte leshuar brenda 30 diteve nga data 15.06.2020 si date e hapjes se ofertave ne sistem.
