Furnizime të ngjashme të realizuara gjatë tre viteve të fundit nga data e zhvillimit të tenderit, në vlerën prej jo më pak se 40 % e fondit limit që prokurohet. Pasi kontrata e paraqitur eshte jashte afatit 3 vjeçar nga data e tenderit dhe nuk ka vertetim realizimi. 2. MIFEEL , për këto arsye: - Nuk ploteson kriterin -2.3.2. Operatori ekonomik duhet te kete jo me pak se 10 punonjes, me kohe te plote pune, për 3 muajt e fundit të vërtetuar me Vertetim të lëshuar nga Sigurimet Shoqerore ose Administrata Tatimore, ku të specifikohet numri i punonjesve për secilin muaj; për periudhen e tre muajve te fundit 3.
