Jane skualifikuar operatoret ekonomike te meposhtem:
1.B.O.E EUROKOS HOLDING & DENIS-05, per arsye:
-referuar preventivit te marreveshjes se bashkepunimit rezulton se Operatori Ekonomik Eurokos Holding ka marre persiper te kryeje 51(perqind) te te gjithe zerave te preventivit. Referuar formularit te vetedeklarimit figuron se nuk ka deklaruar te gjithe inxhinieret e kerkuar nga Autoriteti Kontraktor ne DST, pasi ka marre persiper Punime te preventivit per te cilat eshte e dosmsdoshme disponimi i inxhiniereve perkates. Kerkesat per kualifikim: ekonomike, financiare, profesionale dhe ato teknike, duhet te permbushen nga i gjithe bashkimi, ne perputhje me perqindjen dhe/ose natyren e pjesemarrjes ne pune, sherbim apo furnizim, te percaktuara ne aktmarreveshje, nga ndarja e punimeve.
2.B.O.E LTE CONSTRUCTION & NDREGJONI, per arsye:
-nuk ploteson piken 2.3.5 ku Autoriteti Kontraktor ka kerkuar 3 Teknik Ndertimi dhe 1 Teknik Topograf. Operatori Ekonomik ka deklaruar dy Teknik ndertimi dhe mungon Teknik Topograf.
3.B.O.E BEQIRI & TOTILA, per arsye:
-bazuar ne VKM Nr. 285, date 19.5.2021 “Per Miratimin e Rregullave te Prokurimit Publik” i ndryshuar, KREU XI, Neni 88, pika 3 “Bashkimi i operatoreve ekonomike”, “Kerkesat per kualifikim: ekonomike, financiare, profesionale dhe ato teknike, duhet te permbushen nga i gjithe bashkimi, ne perputhje me perqindjen dhe/ose natyren e pjesemarrjes ne pune, sherbim apo furnizim, te percaktuara ne aktmarreveshje, nga ndarja e punime te bashkimit te operatoreve Operatori Ekonomik Totila ka 52.66 (perqind) te realizimit te punimeve ndersa Beqiri 47.33(perqind) te realizimit te punimeve. Nga ky fakt bie ndesh fuqia punetore me perqindjen e realizimit te punimeve te deklaruar nga Operatoret Ekonomik. Operatori Ekonomik Totila sh.p.k nuk ka aritur te permbushe fuqine punetore ne raport me perqindjen e mare persiper. |
