  • Lack of competition

    • Procurement takes place with one single competitor. The Albanian law does allow for such procedures, but what such procedures often demonstrate, more than just lack of competition, is criteria and application deadlines that are obviously in favor of a certain company (clientelism). Such tenders deserve to be considered exposed to risk.

Situata sipas parashikimeve të nenit 127 të LPP dhe argumentet përkatëse për ta përdorur atë: Modifikimi i kontrates është bërë duke u bazuar në ligjin e prokurimit public nr 162/2020 sipas nenit nr 127 , pika 1 gërma c) kur modifikimi është bërë i nevojshëm për shkak të rrethanave të paparashikueshme nga autoriteti kontraktor dhe që nuk ndryshojnë në thelb natyrën e kontratës publike apo të marrëveshjes kuadër.

Operatori ekonomik fitues, ka bere kerkese prane Bashkise Vau Dejes, perpara perfundimit te kontrates , per shtyrje te afatit te kontrates per arsye te forces madhore, parashikuar kjo e drejte nga neni 127, pika 1/c, e Ligjit nr 162/2020, demtimi i mjetit gjate transportit prane bashkise, Vlera totale e kontratës së nënshkruar/marrëveshjes kuadër: 7.000.000 ( shtatë milion) lekë pa tvsh.
Vlera e ndryshuar (nëse është rasti): Nuk ka ndryshime në vlerë.
Kohëzgjatja e kontratës / Marrëveshjes Kuadër : 20 ditë kalendarike nga nënshkrimi i kontratës.
Dhe afati i ri (nëse është rasti): shtyhet 45 ditë kalendarike.
