  6. Objektivi i Programit: Përmirësimi i aksesit në qendrat e përzgjedhura bujqësore dhe turistike dhe forcimi i kapaciteteve të bashkive për të menaxhuar asetet e tyre rrugore.
Programi është ndërtuar mbi dy shtylla kryesore: reduktimin e kohës dhe kostos së udhëtimit për shkak të rrugëve më të mira dhe më të shpejta; dhe lidhja e shtuar me qendrat turistike dhe qasja e prodhuesve bujqësorë drejt tregjeve dhe qendrave agropërpunuese.
