Ky operator u skualifikua sepse: Bazuar ne Kriteret E Vecanta Te Kualifikimit te DST nendarja 2 e pikes 2.3,ku eshte kerkuar ne menyre te specifikuar “Ofertuesi duhet te kete kontrate risigurimi per periudhen kohore ne te cilen ofertuesi merr persiper sigurimin e demit qe kerkohet ne kete procedure prokurimi” ndersa nga ana e operatorit ekonomik eshte paraqitur vetem dokumenti:KONFIRMIM GARANCIE date 26.01.2018, per risigurimin e demeve, me afat nga data 01.01.2018 deri me 31.12.2018. Nga ana e operatorit ekonomik “ALBSIG” Sha me daten 18.05.2018 me nr.826 prot eshte paraqitur Formulari i Ankeses prane Autoritetit Kontraktor Spitalit Rajonal Durres, i cili ka kundershtuar piken 2 te nendarjes 2.3, ne seksionin konkretisht kriteret e Kapacitetit Teknik. Duke parashtruar argumentin se operatori ka patur kontrate risigurimi per te gjithe vitin kalendarik 01.01.2018 – 31.12.2018 dhe se kontrata e risigurimit hartohen dhe nenshkruhen mbi baze viti kalendarik kerkon : 1) Rivleresimin e vendimit per mosklasifikimin e ofertes tone, pasi argumentet e provat e parashtruara prej nesh, shpresojme t’ju bindin per drejtesine e ankimit tone; dhe 2) Pranimin e ofertes se Albsiguracion sha per tenderin me objekt Sigurimi i Ndertesave, Inv Ekonomik, Pajisje Informatike te Spitalit Rajonal Durres me fond limit 2.492.181 Leke pa TVSH Komisioni i Vleresimit te Ofertave, bazuar ne Vendimin Nr. 1404/2 prot date 24.05.2018 te Komisionit te Posacem te Shqyrtimit te Ankeses, pasi rivleresoj dokumentacionin e ofertes te paraqitur nga operatori ekonomik ALB-Siguracion Sha, i konsideroi ato te rregullta dhe vendosi ta kualifikoj kete operator ekonomik duke e shpallur fitues. |
